Delegate Scholarship Program
The cycle for determining scholarships will begin each year in January, and conclude in early May. In order to qualify for a Delegate Scholarship you must first file the Free Application for Federal Student Aid (FAFSA) by March 1st. This form may be downloaded at FAFSA.
Additionally, you must live within the 23A Legislative District to qualify. If you are not sure what legislative district you reside in, please click here to check. Due to the volume of applications we receive it is your responsibility to ensure that you are applying to the correct legislative district.

You will be notified of your application receipt by email within two weeks of our office receiving it. If you do not receive notification, please follow up with my office to ensure that your application was received.

City of Bowie Scholarships
The City of Bowie through their Arts Committee offers scholarships to graduating High School Seniors who are residents of Bowie and will be pursuing studies in Art related fields.
The City of Bowie provides Excellence in Education scholarships yearly to qualified graduating high school seniors. Over the years, over $50,000 in scholarships have been awarded to students.
United States Service Academies
The U.S. Naval Academy (USNA), U.S. Military Academy (USMA), U.S. Air Force Academy (USAFA), and the U.S. Merchant Marine Academy (USMMA) require a nomination from an authorized source before consideration for appointment. Authorized sources include your U.S. Senators, U.S. Representative, and the Vice President of the United States. Active military members, children of deceased or disabled veterans and children of career military may qualify for additional sources of nomination and should contact the service academies directly.
Below is the information on how to apply for a nomination from our local elected officials. All of the applications will be available online by clicking the provided links. We advise that the student download and complete the application as expediently as possible. Following submission of the application, the office of the elected official will schedule an interview with the student. Our office will assist applicants by providing a letter of recommendation. The letter should be submitted with the application.
All students who complete my application in advance of the October 23 deadline and have an application open with the academies of their choice will be interviewed by my Service Academy Review Board in November.

Applications for Congressman Hoyer's nomination are currently available online. Applications may be submitted to Congressman Hoyer’s Waldorf District Office at the conclusion of your junior year until the designated date in October of your senior year.
